Why is this writing manual called the APA Publication Manual of the American Psychological Association? I know this is a writing style guide, but does this guide have anything to do with Psychology?

The guide itself does not have anything to do with psychology. The only connection to psychology itself is that the guide is developed by the American Psychological Association for psychological researchers to write reports for publication.
Whenever you read a psychology research article in a peer-reviewed journal the manuscript for that article was submitted following the APA formatting guidelines.
